Texas County Commission for August 24, 2017

The Texas County Commission met August 9 at the Texas County Administrative Center. Present were Commissioners Fred W. Stenger, John Casey and Doyle Heiney, and County Clerk Laura Crowley.

New Business reviewed included the reports from Missouri Department of Revenue, showing local sales tax for County, General and Capital Improvements, as well as Emergency Services. They also reviewed a payment from Mapping Solutions for $200.00 for online sales of Plat Book/ Maps. The County Commission reviewed the Report from the Justice Center/Jail Revenue/ Expense and the Circuit Court Disbursement Listing Report.

The Monthly Fee Report from the Prosecuting Attorney for July 2017, totaling $5,930.78 was reviewed as was the Recorder’s Report for July. The commission reviewed the Clerk and Collector’s Report for July, the invoice from Stallcup Exterminating and the invoice from the Houston Herald for ads for the Board of Equalization Meeting.

‘l’he County Commission wil1 hear from Debbie James, Assessor. It is tabled until next Commission meeting. Sheriff James Sigman addressed the group regarding insurance claims on the jail for fire. They received a check from Argonaut Great Central Insurance Company for $3,035.70, the value of a sheriff’s vehicle wrecked on July 11, 2017.

A sunshine request was received from George Schultz. The commission setting the levy for taxes was tabled until next week. They reviewed the Certificate of Liability Insurance for Correctional Healthcare.

In Employee Matters, the County Commission reviewed and approved the ad to be placed in the newspaper for hiring of the janitorial/maintenance position to be filled. The ad will run for two weeks in all the county papers.

Walk-Ins included Madeline Miller with the Planning Commission regarding appointments, current members and updating contact information. A motion was made to appoint Treena Heiney to the Planning Commission for Carroll Township by John Casey. It was seconded by Fred Stenger. Doyle Heiney abstained.

The other walk-in was George Schultz regarding questions on township issues. George states that he is warning the Commission of his letter of intent for intentions of suing county and township. The response is on advice of attorney in the best interest of the county we will not comment because of pending litigation.

In Miscellaneous Matters, the commissioners heard from Garen Glover-Ellison about road issues. They also heard from Dan Cavender, from Barker Phillips Jackson, regarding county insurance policy renewal.

A closed session was held at 11:19 a.m. with Sheriff James Sigman regarding personnel matters. Afterwards, the meeting was adjourned.

Texas County Commission for August 10, 2017

The Texas County Commission met July 19 with Commissioners Fred W. Stenger, John Casey and Doyle Heiney, and County Clerk Laura Crowley present. Last week’s minutes and today’s agenda were approved.

In new business, the Commission approved payment of county payroll #14 totaling $80,330.32 and Accounts Payable #14 totaling $242,214.77.

The County Commission reviewed the Monthly Outlay for the 25th Circuit Juvenile Division totaling $30,628.25, of which Texas County’s portion is $6,238.97. They also approved the Missouri State Tax Commission Quarterly Reimbursement that totaled $22,468.64.

The County Commission heard from Tammy Cantrell, Collector- Treasurer, regarding a cashier’s check to be deposited into General Revenue totaling $1,187.88. Two payments in this amount were attempted to be paid to Aflac for services in 2011. For whatever reason, these checks were never deposited and the County Clerk’s office will continue to investigate this transaction.

Commissioners reviewed the report from Trident Insurance regarding policy for fire at the jail.

In Employee Matters, Sheriff James Sigman gave an update of his department.

In Miscellaneous Matters, the bid from Rees Oil for propane was approved. It was the only bid received.

The County Commission notes that the Collector/ Treasurer is back in her regular offices and is pleased with the clean-up.

The Commission went into closed session regarding Chapter 610 RSMo. The meeting was then adjourned.

Texas County Commission for August 3, 2017

The Texas County Commission met July 12 with Commissioners Fred Stenger, John Casey and Doyle Heiney and County Clerk Laura Crowley present. Last week’s minutes and the day’s agenda were approved.

In New Business, Commissioners heard from Scott Jones of Liberty Tech regarding Partner Plans for departments, working with other companies/software, and phone plans. He was able to address questions and concerns from Lindsey Koch, Debbie James and the commissioners.

The County Commission reviewed the Dept. of Revenue Local Sales Tax Totals for June, 2017 for 911, County Capital Improvements, County Treasury, and County General.

The County Commission reviewed and approved the payment of an invoice from Liberty Tech for computer support totaling $800.75 – less $300.75 for mileage per Scott Jones of Liberty Tech, making the new total $500.00.

The County Commission reviewed and approved the Liquor License of Jennifer Lavely, DBA Route 63 Liquor, previously J&D Liquor.

The County Commission reviewed the Circuit Judges Monthly Outlay for June of 2017, totaling $236.53 Texas County’s Portion is $46.38.

The County Commission reviewed the June 2017 totals for Road and Bridge from the Texas County Treasurer, Expense 
Report from the Sheriff, and Monthly Fee Report (totaling $4,329.24) from the Prosecuting Attorney.

The Commission approved for payment the invoice from Russell Land Development totaling $613.68. They also approved to pay SCOCOG dues totaling $2,608.80. The Aggregate Abstract from the County Clerk was reviewed as was the memorandum regarding Grisham Farm Products closing due to bankruptcy.

The County Commission reviewed the Dept. Of Revenue  Statement of Collection totaling $445.39. The invoice from Rod’s Auto Sales, totaling $2,360.00, for trailers purchased with Title III Funds for emergency use was approved for payment.

The Commission heard from Prosecuting Attorney Parke Stevens regarding legal issues.

In Employee Matters, the group heard from Sheriff James Sigman regarding staff changes and approved hiring Caroline Garner as a part time jailer starting July 12, 2017 at $9.00 per hour. They acknowledged the terminated employment of Nathan Alkire, jailer, on July 5 – last day of pay. The resignation of Glenda Campbell, jailer, effective July 23, 2017 was acknowledged. The Commissioners acknowledged the promotion of Jennifer Tomaszewski to Jail Administrator at $13.00 per hour.

Walk-Ins included Lee Smith of Maintenance, regarding a gas tank at the Museum that needs to be moved due to being over on other property. Commissioners also discussed with him issues at the Justice Center. Jack Watson addressed the Commission regarding FEMA/SEMA and DRJP (Debris Removal Jobs Program). Don Gaston addressed the group regarding work with FEMA and Piney Township Board.

In Miscellaneous Matters, the Commission decided to continue with their domain name and authorized payment. There was no closed session and the meeting was adjourned.
