On September 18, 2019 a Texas County Deputy was on patrol in the Houston area and observed a traffic violation on a vehicle traveling south on Highway 63.  The deputy initiated a traffic stop on the vehicle and contacted the driver.  After speaking with the driver, the deputy requested consent to search the vehicle and it was granted.  A female passenger in the truck was requested to empty her pockets.  During that process the deputy observed a plastic bag containing a substance believed to be methamphetamine.  The deputy attempted to place the female under arrest and she physically resisted.  The suspect was eventually restrained and taken into custody.  A further search of her person led to the discovery of drug paraphernalia and a scale.
Julie A. Colvard age 45, of Houston was arrested and transported to the Texas County Jail.  Colvard was placed on a 24-hour hold and a probable cause statement has been submitted to the Texas County Prosecuting Attorney seeking charges of delivery of a controlled substance, possession of drug paraphernalia and resisting arrest for a felony.
The above charges are mere accusations and are not evidence of guilt. Evidence in support of the charges must be presented before a court of competent jurisdiction whose duty is to determine guilt or innocence.
